The steel construction industry is ready for reconstruction despite the existing difficulties, – Andriy Ozeychuk

On February 28, during the round table “State Partnership and Investments in Territorial Restoration”, the CEO of Rauta told what steps the state needs to take to involve Ukrainian manufacturers of building materials in the reconstruction process.

The participants of the round table, organized by Interfax-Ukraine, were Olena Shuliak, head of the Verkhovna Rada Committee on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning; Natalia Diuzhylova, deputy head of the State Inspectorate of Architecture and Urban Planning of Ukraine; Liudmyla Kripka, executive director of the Ukrcement Association; Andriy Ozeychuk, CEO of Rauta, chairman of the board of directors of the Ukrainian Steel Construction Center.

 

Andriy Ozeychuk reported that Ukrainian manufacturers of steel structures have sufficient production capacity for the reconstruction of Ukraine and are already at the level of European companies – they design according to Eurocodes, work according to modern EN 1090 standards and use BIM technologies.

 

At the same time, the speaker emphasized that the state should promote a more active involvement of Ukrainian manufacturers in the reconstruction process and create the prerequisites for the development of the construction industry, so it is worth focusing on the following issues:

  • Support creation of new production facilities for building materials that are not produced in Ukraine or the production volumes are insufficient for potential reconstruction (European steel grades, thick sheet metal, glass, insulation, fasteners, membranes, etc.)
  • One of the criteria for participation in state reconstruction programs should be the compliance of materials with the new Law of Ukraine “On the Placement of Construction Products on the Market” (EU Regulation 305). This will encourage Ukrainian manufacturers to implement the Regulation more quickly in their production processes, which will raise the quality of products to the European level and create the prerequisites for Ukrainian manufacturers to enter the EU market.
  • Remove the corruption component in tenders, when the technical specifications are prescribed for the products of a specific manufacturer.
  • Get rid of non-market pricing, when the real wages of builders differ significantly from those that can be agreed upon by the controlling state bodies.
  • Reduce the risks of non-payment for work performed and delays in financing.
  • Promote European partners to involve Ukrainian manufacturers in financing reconstruction, rather than importing structures from the EU.
